Electronic Correspondence Management (ECM)


This project is part of the modernization and improvement of the quality of intra- and inter-administration mail exchanges.

The new system should allow, among other things:

  • Unified management of the entire life cycle of any type of correspondence
  • Full traceability of intra- and inter-administration exchanges (for all communication channels: paper, fax, email, telephone, etc.)
  • Effective management of the relationship with the citizen

Cadre d’interopérabilité

Elaboration et mise en œuvre d’un cadre interdépartemental d’échange de données et dans un environnement de Bus de service iteropérabilité & Mutualisation des ressources via un Cloud Gouvernemental bus d’interopérabilité mis en oeuvre

  Lobjectif de ce projet est de :

  • Mise en place d’un cadre commun d’interopérabilité ,
  • Faciliter la mise en place de nouveaux services interdépartementaux,
  • Exposer les services d’open data / classification et mise à niveau des données publiques
  • Mise en place d’un framework commun d’interopérabilité et des plateformes communes et partagées facilitant le développement et l’intégration des systèmes d’information et de communication au sein de l’administration

Interoperability platform

Implement A data exchange platform that promotes the exchange of data in a reliable and non-binding way for the information systems already in place (also respecting the strategic choices validated by the Strategic Council of the digital economy in particular the adoption of the Estonian European Interoperability Model (X-Road)

National Cloud

Capitalize on existing data centers (sectoral and at CNI level) in order to create a common virtualized infrastructure, allowing to offer, to all administrative structures, industrialized services (with a good level of availability and ensuring continuity of service).

The provision of such services requires a technological upgrade (at the level of architectures and infrastructures) and organizational level.

Electronic payment of public orders

Allow electronic payment of state orders

Encourage the electronic payment of orders from the state and make the process more fluid, reduce delays and allow transparency of the process

Establish an adequate legal framework for electronic invoicing Recognition of Electronic Invoice

Perimeter can integrate both orders contracted on Tuneps and other orders in the state

E service to the citizen

This project aims to automate services used by a large population of citizens, services that are easy to implement and do not require heavy devices and that streamline electronic services between the administration and citizens and businesses.

ERP of the state

  • Frame the perimeter and establish the project's macro planning
  • Study of functional and technical needs to Establish implementation plans (organizational, technical Establish implementation plans (organizational, technical and functional) and their associated operating model.
  • The ERP will make available to the financial actors of the State a shared tool for financial, budgetary and accounting management. Its scope will cover the following areas: the provision of resources, the expenditure, the revenues, the assets and the keeping of the Accounts.

Unique identifier of the citizen and the company

The unique identifier is a support allowing to attribute to each citizen a unique electronic ID from its birth and to authenticate the citizen for the delivery of all the services of the State and to integrate the electronic signature

Modernization of the major applications of INSAF + MADANIA STATE

This project consists of the functional and technological review of major state applications including INSAF (State Agents Payroll), MADANIA (Civil Status Management) in order to modernize and enrich them functionally in order to better administrative management efficiency and more orientation towards the citizen and the company while taking into account the requirements of Opengov.

The modernization pilot project will be done for the INSAF application that allows the management of the pay of civil servants

E Communities

  • Make the management of local authorities closer to the citizen
  • Develop services to boost the participation of citizens, businesses and civil society in local development
  • Assist local authorities to implement a development policy, its monitoring and evaluation
